Commissions of the Basque Country and Navarre

Mixed Commission for the Economic Agreement (Basque Country)The Mixed Commission for the Economic Agreement is a bilateral body bringing together the State and the Basque Country. It has been given the following duties:
  1. Adopt the modifications of the Economic Agreement.
  2. Adopt cooperation and coordination commitments regarding budgetary stability.
  3. Adopt the methodology for indicating the quota in each five-year period.
  4. Agree on the appointment and system of the members of the Arbitration Board.
  5. All resolutions that may be necessary at any given time regarding taxes and financing for correct application and development of the provisions set forth in the Economic Agreement.
With respect to the composition of the commission, on the one side, it consists of a representative from each Regional Government and as many more from the Basque Government, and on the other, an equal number of representatives from National Government.It is regulated in Articles 61 and 62 of the Economic Agreement with the Basque Country Autonomous Region(PDF, approx. 49,41 KB), approved by Law 12/2002, of 23 May 2002.Legislative Coordination and Evaluation Commission (Basque Country)The Legislative Coordination and Evaluation Commission is a bilateral body bringing together the State and the Basque Country. It has been given the following duties:
  • Evaluate the suitability of tax legislation to the Economic Agreement prior to its publication.
  • Resolve all inquiries arising about the application of the connection points contained in this Economic Agreement.
  • Perform the studies deemed appropriate for suitable functional and structural unification between the fiscal frameworks applicable nationally and in the autonomous regions.
  • Provide the competent Administrations with uniform action criteria, plans and computer programs and draw up instruments, means, procedures or methods for the effective materialisation of the principle of cooperation and the exchange of information.
It consists of four representatives of national government and four representatives of the Autonomous Region appointed by the Basque Government.It is regulated in Articles 63 and 64 of the Economic Agreement with the Basque Country Autonomous Region(PDF, approx. 53,69 KB), approved by Law 12/2002, of 23 May 2002.Coordination Commission for NavarreThe Coordination Commission is a bilateral body bringing together the State and Navarre. The duties it has been entrusted with include the following:
  • Evaluate the suitability of tax legislation to the Economic Agreement prior to its approval.
  • Resolve all inquiries that are posed about the application of the connection points contained in the Economic Agreement.
  • Determine the economic contribution.
  • Quantify the annual, provisional and final assessment of the cost of the competencies exercised by the Navarre Charter system Autonomous Region regarding the police.
  • Perform the studies deemed appropriate for suitable functional and structural unification between the regional and national fiscal frameworks.
  • Provide the competent Administrations with uniform action criteria, plans and computer programs.
  • Adopt cooperation and coordination commitments regarding budgetary stability.

The Coordination Commission consists of six representatives of the State Administration and six representatives of the Navarre Charter system Autonomous Region appointed by the Government of Navarre.It is regulated in Article 67 of the Economic Agreement between the State and the Charter system Autonomous Region of Navarre(PDF, approx. 63,27 KB), passed by Law 28/1990, of 26 December 1990 according to the draft given by Law 25/2003, of 15 July 2003
