Royal Decree 415/2016, of 4 November, restructuring the ministerial departments, creates the Ministry of Finance and Civil Service.
Its organic structure is established by Royal Decree 424/2016, of 11 November, in which the basic organic structure of the ministerial departments is established.
Its basic organic structure is established by Royal Decree 769/2017, 28 July, which develops the basic structure of the Ministry of Finance and Civil Service and modifies the Royal Decree 424 / 2016, of 11 November, which establishes the basic structure of ministerial departments.
The department is comprised as follows:

- The Ministry of Finance and Civil Service is the department of the General State Administration which is responsible for proposing and carrying out the Government's policies in terms of public finance, budgets, expenditure and public enterprises.
- Likewise, the application and management of autonomous and local funding systems fall under the remit of this Ministry.
- Furthermore, it is responsible for proposing and carrying out the Government's policies in terms of civil service, public employment and the training of civil servants; for governing and organising the General State Administration; for procedures and service inspections; for transparency and open government; for the development and monitoring of programmes to improve public management and the quality of services; and for providing information about the economic and financial activity of the different Public Administrations.
- Additionally, it is responsible for the policies of the Digital Administration, as well as the coordination of the rationalisation process of the information and communication technology in the field of the General State Administration and its Public Bodies, and for the boosting of the electronic Administration through the shared service of the Common Service of Information Communication Systems, as well as the establishing of the necessary provisions and regulations for its working.
